  • The UN’s Resident/Humanitarian Coordinator ad interim in Myanmar has released a statement marking a ‘bleak milestone’ in the country, with 3 million people now internally displaced. An intensification in conflict at the end of 2023 has led to displacement rising by 50% in just six months.

However, the UN’s Humanitarian Response Plan (HRP), which requires USD 994 million in 2024, is only funded at 5%, severely limiting the response. III. Factsheets

Factsheet Madasgacar (DG ECHO)

  • In Madagascar, 2.29 million people will be in need of urgent humanitarian assistance until mid-2024, as prolonged drought, recurrent floods, cyclones, and epidemics have impacted the already vulnerable populations living in the country’s Grand Sud and Grand Sud-Est regions. The food security and nutrition situation has severely deteriorated. Overall economic and social structures have been impacted by years of crisis, causing internal migration and use of negative coping mechanisms; this has exacerbated social protection needs with child abuse and gender-based violence on the rise, as well as increased school dropout.
  • The 2024 initial funding of EUR 6.5 million aims to reinforce the response provided in recent years, with a focus on forgotten, hard-to-reach, and under-served areas of Grand Sud-Est and a maintained presence in the Grand Sud to enable to scale-up and contribute to system strengthening.
  • Our support will help provide access to food, education in emergencies, and nutrition services while responding to the specific needs of the most vulnerable people and addressing the increasing cost of logistics. We will continue integrating protection considerations into all interventions. Strengthening coordination at national level, as well as logistics capacities, is an integral part of the preparedness and response. The EU is also working on preparedness for natural hazards, including tropical cyclones/storms and drought.

III. Factsheets

Factsheet Mozambique (DG ECHO)

  • The security situation in Cabo Delgado, Northern Mozambique, despite recent improvements, remains volatile, and 1.7 million people remain in need of humanitarian assistance and protection. Civilians continue to bear the brunt of the armed violence; conflict-affected populations are suffering from a lack of access to basic services, and are facing numerous protection risks. Moreover, natural multi-hazard events, which are increasingly frequent and violent, exacerbate food insecurity and the livelihoods of the population.
  • Humanitarian needs are huge, while the crisis continues to be underfunded. In Northern Mozambique, some 1.7 million people require protection, food assistance, nutrition services, health, education, water and sanitation, and shelter. Over 3 million people are currently facing severe food insecurity, more than half of them in Cabo Delgado.
  • For 2024, the initial allocation for humanitarian assistance to Mozambique is EUR 16.5 million. This includes EUR 5 million for education in emergencies. A separate budget will also be allocated for disaster preparedness, which remains a key sector for the SAIO region and for Mozambique.
  • Through the 2024 budget, DG ECHO will continue to support lifesaving and life sustaining multisectoral humanitarian assistance directed to the most vulnerable people affected by armed violence in Cabo Delgado, including the IDPs, returnees, and their host communities.

Food Security East Africa - Food insecurity (DG ECHO - ERCC)

  • With 64.2 million people experiencing food insecurity in 2023, East Africa was the region in the world with the highest number of people facing high levels of acute food insecurity, according to the 2024 Global Report on Food Crises (GRFC), released on 24 April. In addition, 12.1 million children in East Africa were acutely malnourished, including 3 million suffering the most severe form of malnutrition.
  • Given the increased levels of insecurity and conflict in the region, but also the extreme weather conditions and economic shocks, the trends for food security in East Africa are likely to deteriorate further in 2024.
  • According to the Integrated Food Security Phase Classification (IPC), in 2023 6.3 million people were in  a situation of emergency (IPC Phase 4), with Sudan being the country with the higuest number of people facing dire food shortages.
  • With 19.7 million food insecure people, Ethiopia has been repeteadly among the ten largest food crises in terms of numbers of people facing acute food insecurity according to the GRFC.

  • Some 42,000 people fled to Kobo, North Wello and 8,300 to Sekota and Wag Hamra zones.
  • Most of the displaced people – the majority of whom are women, children, youth, and elderly – are still seeking refuge within the host community, while the rest are sheltering in an open area some three kilometres away from Kobo town.
  • The humanitarian situation is dire. The government and a limited number of humanitarian partners have started providing some assistance. However, the response is not commensurate to the needs of the displaced population due to a lack of resources and access.

Factsheet Southern Africa and Indian Ocean - Extreme weather (DG ECHO )

  • Extreme weather events occur regularly in the Southern Africa and Indian Ocean region. They are becoming more frequent and severe due to climate change. El Niño is expected to exacerbate the risk of drought and cyclones. These natural hazards result in economic and political challenges, crop pests and diseases, and conflicts. This undermines living conditions, food security, and the livelihoods of millions of people in the region. Almost 35 million people in the Southern Africa and Indian Ocean region are expected to experience, or are already experiencing, high levels of acute food insecurity in 2023-2024.
  • In 2024, the EU made an initial allocation of EUR 33.5 million to support humanitarian actions. The most vulnerable populations in Mozambique, Madagascar, and Zimbabwe are the main recipients of emergency aid.
  • EU humanitarian funding in the Southern Africa and Indian Ocean region provides emergency relief responses such as food assistance, protection services, access to health care, access to drinkable water, sanitation and hygiene, logistics, anticipatory action and disaster preparedness. The EU also supports actions to ensure the continuation of education in humanitarian crises. EU humanitarian funding ensures safe learning spaces and provides adequate education programmes for children in areas affected by violence and displacement.
